According to the People´s Deputies one of the main drawbacks of the Bill are its principles not corresponding to the Constitution of Ukraine. The Bill is not coordinated with the demands of the Budget Laws. The items 26,27,28 of the Bill contradict with the Main Law of Ukraine and can be implemented only after the Compulsory medical Insurance System appears in Ukraine.
